Chapter Twenty-Nine

CHAPTER TWENTY-NINE

SETH GLANCED AROUND the hotel room he'd been assigned with Teagan. Noah and Violet's room shared a connecting door with Seth's. Knight, Marsh, and Bowen were in a room on the other side of Noah's. He frowned. Like ducks lined up in a shooting gallery. Comforting thought.

He turned to Teagan and signaled for her to scan the room for cameras and bugs. She found a camera pointed at the bed and two bugs, one in the bathroom and one under the edge of the nightstand. Seth crushed them all under his boot heel.

"Violet will scan their room," Teagan said, "I'll scan Knight's room. I'm betting they have a camera and bugs, too."

She returned five minutes later with a camera and two bugs, all squashed. After flushing the bugs, she came back to the bedroom where Noah and Violet had joined Seth. "Did you have bugs and a camera, too?"

Noah nodded. "Violet got rid of them. What's next, Seth?"

"Food. I'm starving."

"Please tell me we're not planning to eat with Peters and Richardson."

"Not a chance. The Dynamic Duo doesn't want to be seen in public with their pet assassins."

"More like their fall guys." Noah shook his head. "I can't believe we're allowing ourselves to be set up."

"No choice." Violet sat on the bed beside him. "We still don't know the names of the targets. Until we do, we'll have to be oblivious to the targets on our own backs."

Teagan pulled out her phone. "Food preference?"

"Steak and potatoes," Seth said. "What options do we have in the big metropolis of Monroe, Virginia?"

She typed on her phone and scanned information on the screen. "You're in luck. Monroe has two steak houses, and one is a few blocks from our hotel."

"Perfect." Noah stood. "I'll tell the rest of the team."

Minutes later, Seth and Knight parked their SUVs in the lot beside the Texas Range steak house. Soon, the infiltration team sat in a large corner booth at the back of the restaurant.

Seth watched the restaurant's occupants. Although no one seemed to pay attention to them, he felt as though spiders crawled up his spine.

Teagan leaned close and pressed a kiss to his neck. "Second level, middle table against the railing," she murmured.

After a slight nod to acknowledge the information she shared, Seth asked Noah a question. While his friend answered, Seth turned his head enough to look at the man watching them from the restaurant's second level. He looked familiar but Seth couldn't place him. Was he a member of the second squad tasked with taking out the other target?

If Peters and Richardson were smart, they'd keep the two teams separate. Better yet, they'd house the teams in different cities near Washington, D.C. Placing them in the same vicinity was asking for attention from the feds.

He turned toward Teagan. "Do you recognize him?"

She shook her head. "I snapped a picture and sent it to Zane. He'll run the photo through our databases. Maybe we'll get a hit."

"I should send the photo to Burnett. I've seen this guy before."

"If Burnett runs a search on the face, he could tip off a spy in your station. Besides, our databases are extensive and Zane's program works faster than your system."

Their food arrived minutes later, and conversation shifted to neutral topics while the team enjoyed their meals. When they finished, Seth and the others met at their vehicles.

Seth said to Knight, "Watch for a tail. If you pick one up, lose him. He probably already knows where we're staying but I don't want to make it easy for him if he doesn't. We'll be two minutes behind you."

"Copy that."

Seth took his time walking to his SUV and buckling his seatbelt. At the two-minute mark, he cranked the engine and drove from the parking lot.

"Watch for a tail." He drove squares for a few minutes and saw nothing that caught his attention. "Anything?"

"Nope." Noah, who'd twisted in his seat, continued to look out the back window. "I think we're clear. No messages from the rest of the team, either."

"If the watcher knows where we're staying, why bother to follow us?" Violet said.

That thought didn't settle well. His team needed to rest in a secure location, and now their hotel wasn't that place.

He glanced in the rearview mirror at his partner. "Relocation?"

"Smartest move we could make. I don't like Peters and Richardson knowing where we're staying, anyway."

"If we change hotels, how will they contact us?" Violet asked.

"I gave Peters my cell number before we left the compound. He'll contact me when he's ready to give us instructions."

"This smacks of a setup," Teagan said.

"Agreed. The Dynamic Duo can't tell the feds where we are if they don't know the location."

"By the time we finish this mission, I hope we don't have to worry about that."

"Perhaps." Seth wasn't banking on it. He still couldn't figure out Peters' game plan. Who were the targets, and what did Peters and Richardson have to gain?

Once he was positive they weren't followed, Seth drove to the hotel. He parked in a space close to a side door. "We need another place to bunk down for the night. Suggestions?"

"I'll contact Zane. He's our best and fastest resource." Teagan pulled out her phone and called the Fortress tech guru. "It's Teagan. You're on speaker with Seth, Violet, and Noah. We need another place to stay, Z. We've been compromised."

"What happened?"

She explained about the man in the restaurant who hadn't bothered to follow them back to the hotel. "We need a place to stay without worrying about Peters sending the feds or a hit team after us."

"Hold." They heard Z typing quickly, then, "I reserved a suite and an extra room at the Magnolia Inn in Lawrenceburg. It's twenty minutes from your current location. Same distance from Washington, D.C."

"Name the reservation is under?"

"Teresa Powell."

"Thanks, Z."

"Want me to cancel the reservations at your current hotel?"

"Leave them in place for now," Seth said.

"Copy that. Need anything else?"

"Have you had any luck with the photo Teagan sent you?"

"Just got a hit. Your mystery man is Bruno Salitto. He's an expensive thug for hire."

Seth straightened. Salitto was a well-known hitman who liked to work with a team. Any team, anywhere. He was like a ghost. "Noah and I are familiar with his reputation. Know anything else about him?"

"I found a few fuzzy photos online. Don't ask how I got them. I saw several shots of him with Peters and Richardson and one with a cop you'll recognize."

He froze. "Russ King?"

"Give the man a prize."

This wasn't good. While King worked from a distance, Salitto loved to work up close and personal. He enjoyed hurting people. Why did Peters and Richardson want Salitto in their pocket when they had King?

The answer was obvious. He blew out a breath. "Salitto is part of King's assassination team."

"That would be my guess. He doesn't like to work alone, and he stays out of the limelight."

"Track Salitto and King's movements for the past week. I also need to know if either of them showed up near Crockett Park trail where my CI was murdered."

"Should have thought of that myself. I'll let you know if I find anything."

"Thanks for the fast work, Zane. Any information to share on the targets?"

"Not enough. The president and vice president are both in town tomorrow and scheduled to give speeches at the same time in different parts of D.C. I also found three visiting heads of state who are potential targets. That doesn't include the families of Martin and Reynolds let alone the heads of states' families. Two of them are giving speeches about the same time as Martin and Reynolds."

"So we probably have four, perhaps five potential targets. I don't think killing family members of the power players would benefit Peters and Richardson enough to take the risk." Seth frowned. "Still too many possibilities, though. Can we warn Martin and Reynolds to tighten security around their families and themselves tomorrow?"

"Already done, my friend. Maddox spoke to both men personally. They're taking precautions."

That was something at least. "All right. Thanks, Zane."

"Contact me if I can help." Zane ended the call.

"Let's go. We need to move as soon as possible." Seth exited the SUV and circled the hood to open Teagan's door, then escorted her in through the lobby entrance.

After they climbed the stairs to the fourth floor, Seth knocked on Knight's door. When his teammate opened the door, Seth said, "Meeting in my room now."

Inside their own room, Teagan scanned for cameras and bugs. She found another camera and two more bugs. Rolling her eyes, she got rid of the electronics. "They're ticking me off," she muttered. "I'm tired of this. I feel like I can't breathe without someone watching and listening. It's creepy."

Knight, Marsh, and Bowen walked into the room. "What's up?" Bowen asked.

"Pack your gear. We're changing hotels."

His men returned two minutes later with their duffel bags in hand.

"I parked by the west side door."

"We'll meet you at your SUV," Knight said.

Soon, the rest of the team exited the hotel by the west door. "Let's get out of here," Seth murmured to Knight. "My gut says we need to leave in the next few minutes."

"Same." Knight grimaced. "Trouble's coming, Major."

As he drove onto the highway leading to Lawrenceburg, Seth watched for tails. Although he took several detours, he didn't spot anyone following them.

The knots in his gut loosened a little. Maybe they'd slipped out of the hotel at exactly the right time. He returned to the highway and completed the journey to Lawrenceburg and the Magnolia Inn.

Since the reservation was in Teagan's alias, she went inside the lobby with him to register and pick up key cards for both rooms.

Seth handed Knight his cards, and the team collected their gear. After climbing the stairs to the second floor, Seth signaled Teagan and Violet to scan the rooms. This time the scans were clear.

"I think we're safe for the night. Get some rest. Tomorrow will be a long, hard day."

Marsh frowned. "I hope we don't end up on the evening news as an assassination team sent to kill the leaders of the free world."

Seth was afraid that's exactly what would happen. He told Knight, Marsh, and Bowen about Salitto and King.

Bowen's eyebrows shot up. "What's a SWAT sniper doing with an assassin?"

"Good question. I asked Zane to look for Salitto and King near Crockett Park on the day Pico was murdered and to track their movements a week before the death. I don't know if he'll find proof, but I think Salitto and King killed Pico."

Marsh whistled softly. "Why didn't they kill you, too? Why go to the trouble of setting you up for murder charges?"

"We take the death of a cop personally," Noah said. "If they'd killed Seth, we wouldn't have rested until we hunted down his killer. King isn't our best buddy but he and everyone else in our house knows we have each other's backs. If he and Salitto are Pico's killers, they wouldn't want to generate more interest in the case. Nobody except us cares about a CI who was a junkie."

Knight sighed. "All right. If Zane comes up with anything overnight, let us know."

"Count on it," Seth said.

After the rest of his team left, Seth said, "I'll take the first watch. I'm too wound up to sleep."

"I'll take over in four hours." Noah picked up Violet's bag and took it to the first bedroom. When he returned, he kissed Violet, brushed his thumb over her cheekbone, and went to the other room and closed the door.

"See you in a few minutes," Violet murmured to Teagan. "Good night, Seth." She closed the bedroom door behind her.

"Do you want company during your shift?" Teagan asked Seth.

He shook his head. "Sleep while you can. I need you at the top of your game tomorrow."

She wrapped her arms around his neck and drew his head down to hers. Teagan took his mouth with an intensity that stole his breath. His woman could light him up in a split second. Something told him that would always be the case, even in their later years.

Long minutes later, he broke the kiss. Though reluctant to be separated from her, his control was whisper thin. Another intense kiss would snap that thread and take them places they weren't ready to go. Not yet. "We have to stop, baby," he murmured, his forehead against hers.

Seth held her until their breathing slowed to a normal rate. "I love you, Teagan."

"I love you so much, Seth." Her gaze locked with his. "I don't want to lose you to Peters and Richardson's plot."

"You won't. I have no intention of doing something foolish because I want to marry you and have a family." She stiffened in his arms. "No pressure, Teagan. No timeline. More than anything, I want to go to sleep with you in my arms every night and wake up to your beautiful face each morning."

"My job…."

"It's your choice. I won't take that away from you. You have my full support and always will."

"What if I can't have children?"

He cupped her face between his palms. "I need you, babe. Yes, I want a family but family is how we choose to define it. In the meantime, we'll be the favorite aunt and uncle to my nieces and nephews." Seth smiled. "We can spoil them and send them home."

She stared. "You have nieces and nephews?"

"So many. My brothers have four kids each. It's total chaos at Christmas and a ton of fun."

"Sounds exciting."

"Oh, it is. Nothing beats hearing the kids squeal with excitement as they rip paper from boxes." He brushed Teagan's mouth with his, then forced himself to release her. "Go. Sleep well, love. If you need me, come to me."

Soon, she closed the door behind her, and Seth spent several minutes talking himself out of knocking on her door to ask for her company a while longer. He was such a sap. If his friends knew how gone he was on Teagan, they'd tease him mercilessly.

He snorted. Who was he kidding? They already knew the truth. He couldn't hide how he felt about the love of his life. His reprieve from the team's teasing would end when this mission was over.

Seth turned out the lights in the sitting room and walked to the French doors leading to the balcony. Standing to the side of the frame, he peered out to the street below. Even at this late hour, traffic continued to move along Washington Street.

An hour into his shift, his phone vibrated. Seth glanced at the readout. Zane. He read the message and gripped the phone so tight the plastic creaked. The Fortress tech and communications expert had located footage from traffic cams around Crockett Park showing Russ King and Bruno Salitto near that location around the time of the murder. Not definitive proof but a good sign of who killed Pico. Now all he had to do was find the proof to put those two behind bars.

Seth frowned. Had to find them first. If he was right about King and Salitto being on the other assassination team, they were somewhere close.

He considered the best way to handle King and his team. After discarding several options, his best choice came down to one idea. He didn't like the option. It was risky. At the moment, though, he couldn't think of another way to do this. Once he had the name of the target and time of the hit, Seth would talk to Iona. For his plan to work, he'd have to have Artemis' help.

Two hours later, he received a text from an unknown number. William Martin 2 pm Capital Hotel .

Seth stared, a ball of ice forming in his stomach. Peters and Richardson were going after President Martin? Why? Did that mean Ivan Reynolds was the second target?

He blew out a breath and sent a text to Maddox and Burnett. Tell the feds Martin is one target .

Seconds later, Maddox called. "When and where?" he demanded.

"Capital Hotel, 2:00 p.m. tomorrow."

"How did you get the information?"

"Text from an unknown number. Probably a burner phone."

A growl from the Fortress CEO. "Could be a setup."

"Can't take the chance it's not. Unless I'm totally off base, Peters will have a secondary assassin in place, ready to complete the job if we fail."

"Is this supposed to be an indoor or outdoor event?"

"No clue." He sighed. "I should have looked it up online. Sorry."

"We'll figure it out. Whichever it is, we'll have Martin's people change the location and tighten security further. How do you want to handle this?"

"I'm working on a plan. I need Artemis to pull it off, though."

"I'm listening."

Seth laid out the plan in as much detail as he had. "Now that I know the target, I'll contact Iona."

Maddox was silent a beat, then sighed. "I'm afraid you're right. Peters and Richardson most likely have a smaller team in place to either finish the job or take your team out."

"They'll be able to claim the second team were heroes, killing the assassins and protecting innocent lives while ridding themselves of a dangerous loose end."

"Will you need Phantom?"

"I think so."

"I'll alert Adam, their leader. Phantom is on the third floor of your current hotel. When do you want to meet with Artemis? I'll have Phantom join you."

"Four o'clock in my suite."

"Both teams will be there. Room number?"

Once the details were finalized, Maddox ended the call.

Noah opened the door to the second bedroom. "What's up?"

Seth updated his partner. "We're meeting with Artemis and Phantom at four."

"Have you messaged Knight and the others?"

"Not yet."

"I'll take care of it. Go sleep for a couple of hours. I have the watch."

"Wake me if there's a problem."

"Yep. Go."

Seth went to the bedroom and closed himself in. He stretched out on the bed and dropped into sleep within seconds. At the two-hour mark, he woke, fully alert. After a quick shower and change of clothes, he strode into the sitting area.

Teagan was awake and perusing the room service menu. She glanced at him and smiled. "Good morning, love."

His heart turned over in his chest. He loved she was confident enough with their relationship to call him sweet names in front of his partner. Seth closed the distance between them and kissed her lightly. "Good morning, sweetheart. Were you able to sleep?"

"Enough. I hear we're meeting with the rest of my team and our backup in a few minutes. We have a target?"

"Yeah. Martin."

Teagan grimaced. "I don't understand why Peters and Richardson want to kill the president. How will that benefit them?"

"Depends on whether the second target is Reynolds."

She studied him. "And if it is?"

"If both targets are eliminated, the Speaker of the House will be sworn in as president."

Noah frowned. "I still don't understand how that helps Peters and Richardson."

"If the Speaker becomes president, he chooses someone to be vice president. Both houses vote on the nominee. Majority rules."

Violet looked thoughtful. "What do we know about Speaker Quillen?"

"Not enough." Seth turned to look at her. "We need to know everything about him as soon as possible."

"I know he was in the military although I can't remember which branch." The medic slid her phone from her pocket. "I'll message Riley and have her bring her laptop. We need information fast. While I'm decent at computer work, Riley has the skills to hack into the military databases to find what we need."

"Do it." He shifted his attention to Teagan. "You're ordering food for everyone?"

"Oh, yeah. We'll think better with food and coffee."

"Is the kitchen open this early?"

"Lucky for us, the kitchen is open all the time." She called the front desk and placed an order for a large amount of food. As she ended the call, a knock sounded on the door.

Seth drew his weapon and checked the peephole. He admitted Knight, Marsh, and Bowen. The rest of Artemis was behind them.

"Please tell me you have coffee," Bowen muttered.

"It's coming," Teagan said. "Thirty minutes."

"Maybe I'll make it." He dropped into a chair at the breakfast bar.

Another knock sounded on the door.

"I've got it." She glanced through the peephole and opened the door to admit Phantom.

The only person Seth recognized was Jake Davenport, the medic. Iona introduced the members of Phantom to Seth and his fellow detectives.

Adam Walker, the team leader, shook Seth's hand. "Good to meet you, Seth."

"Same. Teagan and her teammates speak highly of Phantom."

He smiled. "The sentiments are mutual. How can we help?"

Seth turned to the group watching him expectantly. "Everyone, take a seat and I'll update you on the latest." By the time he finished, the members of all three teams looked grim.

"This is crazy," Remy Doucet said with his heavy Cajun accent. "These yahoos actually think they're going to assassinate President Martin and perhaps Vice President Reynolds?"

"What will they accomplish by doing that?" Lily, his wife, asked. "There's a long line of succession to replace the president if he's incapacitated or dies in office."

"I have the answer to that," Riley said.

"What did you find?" Iona asked.

"If we're right about Peters and Richardson having the president and vice president killed, Speaker Quillen takes over as president but he chooses his own VP with the approval of both houses. Quillen was in the military, the Army specifically."

Seth dragged a hand down his face. "Let me guess. Quillen and Peters or Richardson served together?"

"Quillen served under Peters. According to what I found on the Dark Web, Quillen has nothing but respect for his former commanding officer. Even though we know Peters and Richardson are louses of the highest order, their records don't show it. Peters won't have trouble being approved by the houses."

"What does Richardson get out of the deal?" Iona asked.

"If Quillen dies, Peters takes over and, of course, he can choose his own VP."

Teagan groaned. "Richardson."

Adam frowned. "People will be suspicious with that many deaths."

"Suspicions are one thing," Seth said. "Finding proof is the catch. My guess is Peters plans for both assassination teams to be eliminated, perhaps by his enforcers. No loose ends to worry over."

"What about Peters' loyal followers in the militia?" Bowen asked. "You know they'll expect positions of power in the new administration."

"And what about his habit of raping women?" Violet shook her head. "You can't hide that from the public forever."

"If enough money changes hands, people look the other way," Jake said, disgust in his voice.

"Let's create a plan to stop Peters and Richardson in their tracks."

Fifteen minutes into their discussion, a knock sounded on the door. "Room service," a voice called from the hallway.

After checking, Seth opened the door to two men manning two carts loaded with food and beverages. He pressed a generous tip into each man's hand. "We'll take it in. Thanks."

Seth and Noah brought in the carts and placed food, plates, and utensils on the breakfast bar, then set the carafes of coffee and bottles of juice on a small round table at the side of the sitting room.

As the teams ate, they studied the schematics of the Capital Hotel and discussed options. Finally, Adam said, "Seth, you're in charge of this mission. We've been batting around ideas. What's your plan?"

He laid it out and waited.

Silence reigned in the room for a beat. "Risky," Remy said. "We could find ourselves filled with bullet holes."

"Got a better idea?" Veronica, Adam's wife, asked. "Anything we do will be risky."

Seth's phone vibrated. He glanced at the screen. "Maddox says President Martin is moving his event indoors into a ballroom. Security will be tighter. Although Maddox wanted him to cancel the event, the president refused."

"We need our weapons in that ballroom," Teagan said. "We'll have a hard time getting them inside unless security knows who we are and why we're carrying."

"We risk a leak," Bowen warned. "The fed houses leak like a sieve, and we don't know how far The Brotherhood's reach goes."

"I'm open to suggestions."

"Ceramic weapons if the feds won't work with us or we feel talking to them is too dangerous," Iona said.

Remy grimaced.

Adam's eyebrows shot up. "Do you have enough for all three teams?"

"Knives, yes. No ceramic pistols."

Veronica shook her head. "I don't believe that's a good option. Our team doesn't use ceramic knives. I don't even use them in my kitchen much less on a mission."

"There's an easier solution," Knight said.

Seth straightened. "Let's hear it."

"Ask Maddox to contact President Martin and have him add the teams to his security detail. Security details carry weapons. No one will question us or prevent us from carrying at the event."

"Seth?" Adam looked at him.

"Let's call Maddox. I don't know if we can be added to the security roster this late in the game, but I'll ask."

He made the call and placed it on speaker.

"Yeah, Maddox. Talk to me, Seth."

"You're on speaker with all three teams. We need to be added to President Martin's security detail at the hotel."

Maddox gave a bark of laughter. "You don't ask for much, do you?"

"Can you think of a better way to carry weapons to the event? I'd rather not have to worry about the Secret Service and other law enforcement agencies shooting us."

"Good point. I'll see what I can do. Anything else?"

"An agenda of the president's schedule would be helpful."

"That's probably a hard no but I'll ask." Maddox ended the call.

Seth thought that might be the case. "Let's look at the schematics of the hotel, the ballroom in particular, and make a plan. We have little time."

Adam held up a hand. "Before we dive into the details, are you planning to split up your team?"

Teagan's head whipped Seth's direction.

"Yeah, I am."

"Why?" Noah demanded. "We're a team. We work together, Seth."

"Under normal circumstances, yes. This time we can't."

"Why not?" Knight snapped. "What's so different this time that you'd divide the team?"

"The seven of us are the only ones who've been inside Haven. Most likely, part of the hit team will be from the group of enforcers we were training. While Jerry and his cronies are at a black site, the others are still available for this mission."

"How are you going to do this?" Marsh asked. "We don't know for sure who the second target is."

"I believe the second target is Vice President Reynolds. Otherwise, this assassination plot makes little sense. Peters and Richardson would gain nothing unless both the president and vice president are gone. I don't want innocents to die but my primary concern is our leaders. The heads of state have their own security details on top of Secret Service agents assigned to protect them."

"How are we dividing up, then?" Noah asked.

"You, Violet, Teagan, and me with the presidential detail. Knight, Marsh, and Bowen with the vice president's team."

"Maddox may have called in the Texas Team to help protect Reynolds," Adam said, looking thoughtful.

Seth frowned. "Why would he do that?"

"Reynolds' daughters are married to two members of that black ops team. They have a vested interest in keeping their father-in-law and mother-in-law safe. She'll be at the event as well. You never see one without the other."

Great. Not only did he have to worry about Martin and Reynolds, he also felt responsible for keeping the spouses and families safe, too.

"Might be a good idea to keep Artemis together," Adam suggested. "Phantom will attend the vice president's speech at the Omni Hotel with Knight, Marsh, and Bowen. I'll touch base with Brody from the Texas Team and see if they've been added to the Reynolds security detail. If they have, we'll end up with two full black ops teams plus your three men at the event."

"Remember, Russ King could look for a shot at Reynolds. He's the sniper on the Ardmore SWAT team."

Phantom's leader smiled. "No problem. Lily's a sharpshooter. She's better behind a scope than anyone I've ever met. Got anyone on your team who can handle snipers?"

"Teagan. Bowen is right behind her."

"We need to assume Peters and Richardson will have another sniper assigned to President Martin's event whether it's King or someone else. If they're determined to kill the president, they won't leave anything to chance. If Teagan misses, they'll want a backup sniper in place to finish the job or their opportunity to move into positions of power will be gone."

Seth considered that. "We're expendable and being set up as fall guys."

Noah frowned. "You're right. Of the two men, President Martin is the more critical of the two targets."

Seth turned to Adam. "I don't know what other teams the militia leaders have assigned to this mission, but if I was planning these assassinations, I'd have my best people on Martin."

"King is good?"

"Very."

"In the chaos after Teagan is supposed to shoot Martin, King will take out as many of your team as he can. If I was a betting man, I'd say Salitto will be in the crowd to finish the task."

Seth closed his eyes a moment, picturing the scene in his mind. "If any of us are still alive at that point, the feds would take us out."

"What about Teagan and Violet?" Noah demanded. "You know what Peters and Richardson want to do with them."

"Teagan is a sharpshooter. Peters will expect her to be somewhere away from the crowd. In fact, I think he'll send me the location of a perfect sniper's nest for Teagan and suggest Violet be assigned to protect her. If we follow his orders as he expects, he'll scoop up both women and take them to a secure location. The rest of my team are the goats he'll sacrifice to have the women and power he wants."

A nod from Adam. "I think you're right. He also expects your entire team to be together since you're a unit."
